Thrace has Completed the Eleventh Development Plan Preparation Meeting
Within the scope of preparations of the Eleventh Development Plan (2019-2023) aimed at determining the targets to be achieved in the next five years in our country, meetings were held in Edirne, Kırklareli and Tekirdağ, chaired by the Thrace Development Agency.
Aimed at determining the targets to be achieved in the next 5 years in our country, preparations of the Eleventh Development Plan (2019-2023) were carried out in Specialization Commissions and meetings with high levels of participation in 81 cities in Turkey, coordinated by the T.R. Ministry of Development; and took place in the TR21 Region, the Thrace Development Agency's area of responsibility. The first meeting was held on February 8, 2018 in Edirne. The following meetings held in Tekirdağ and Kırklareli were attended by the public, private sector and representatives of non-government organizations. Issuing a statement in relation to the meetings, the Thrace Development Agency Secretary-General, Mahmut Sahin, emphasized the importance of the concept of governance. In his statement, Sahin explained, "Governance means including the community in decision-making processes. We are striving to make sure that people from all parts of Thrace have a say in the preparation of this plan which is sure to make a mark on the next five years of our country. For this reason, we give importance to having members of the public, the private sector, and non-government organizations participate in our preparatory and counsel meetings. We included young people, women and all institutional shareholders in our meetings which were carried out thematically."
Sahin continued with, "the Eleventh Development Plan, covering the 2019-2023 period, will carry the development targets of our country even further toward the 2023 vision. It will be the fundamental policy paper which will present the structural transformation areas that carry critical importance for the whole country, along with the goals and strategies in relation to these. With the precautions to be taken in terms of the plan, not only will increasing the national income be possible, but it will also ensure the proceeds will be distributed amongst all regions and all sections of the community in a balanced fashion. We also believe that despite all the negativity surrounding our country, the Eleventh Development Plan will contribute a lot to the Thrace region. Certain large-scale investments will especially change the face of Turkey and be a cause for rapid economic and social development. As a region, we are ready for this transformation and development."
One of the important elements of the Eleventh Development Plan's preparation process was the project group meetings. Coordinated by the Thrace Development Agency, the public sector, private sector and representatives of non-government organizations, along with members of the academic community, are coming together to form project groups; and the results, evaluations and suggestions based on these projects will contribute to Plan preparations. Out of the policies deterrmined in meetings by each project group - general shareholders, women and youths - for the five priorities, two were selected. The project groups offered five suggested action plans for the determined policies. These suggested action plans will be combined on a regional basis and presented to the Ministry of Development as the suggestions of Tekirdağ, Edirne and Kırklareli, the constituents of Thrace. The Ministry will combine all data from Turkey and create a Turkey database.
